FISIP UIN Jakarta Lecturer Achieves Cumlaude Predicate in Political Science Doctoral Promotion Session
FISIP Online, Lecturer in Political Science who is also the Coordinator of the Faculty Quality Assurance Group (K-GJM), Ana Sabhana Azmy, MIP held an open session for the Promotion of Doctor of Political Science organized by FISIP University of Indonesia (UI) on Monday, 25 July 2022 in a hybrid manner ( offline and online zoom). The Doctoral promotion session which was attended by the family and several invited guests raised a dissertation entitled "State Policy in Protecting Women Migrant Workers; "Case Study of Implementation of Protection for Indonesian Female Migrant Workers in Malaysia and Hong Kong in 2014-2020".
In the Doctoral program promotion trial, the examining team consisted of Prof. Dr. Bambang Shergi Laksmono, M.Sc as chairman of the session, Prof.Dr.Maswadi Rauf, MA as Promoter, Chusnul Mar'iyah, Ph.D as Co-Promoter, Riwanto Tirtosudarmo, Ph.D as expert examiner, Meidi Kosandi, Ph. D, Dr.phil.Aditya Perdana, M.Si, and Dr.Sri Budi Eko Wardani, M.Si as members of the examining team.
Dissertation research conducted by Ana Sabhana Azmy analyzes how the implementation of protection policies carried out by the state through the role of the Indonesian Consulate General/KBRI, Atnaker and BP2MI in three aspects (work relations, access to health and legal protection) for Indonesian Female Migrant Workers (PMI) in Malaysia and Hong Kong. Ana also examines how the recruitment process for PMI candidates influences/contributes to acts of violence experienced by female migrant workers. Important findings in her dissertation research are: First , the Indonesian Embassy in Kuala Lumpur, the Indonesian Consulate General in Penang and the Indonesian Consulate General in Johor Bahru played a role and participated in protecting PMI women in the cases of Wilfrida, Adelina and Meriance Kabu in three aspects. Coordination between BP2MI Kupang and the Indonesian Consulate General in Penang and the Indonesian Embassy in Kuala Lumpur were present. The implementation of protection during the implementation of Law No. 18 of 2017 concerning the Protection of Indonesian Migrant Workers (PPMI) was better than the previous Law, Law No. 39 of 2004 concerning the Placement and Protection of Indonesian Migrant Workers Abroad (PPTKILN). However, Ana explained that the government's active protective role cannot be separated from the government's synergy with civil society and does not stand alone. Meanwhile, the Indonesian Consulate General in Hong Kong has not optimally carried out its protective role over Erwiana and Tutik. The protection of both is dominated by the role of civil society . Second, the Indonesian Embassy in Kuala Lumpur and the Indonesian Consulate General in Penang have good synergy with Migrant Care and Bahannita as civil society , while the Indonesian Consulate General in Hong Kong does not have synergy and cooperation with civil society in Hong Kong such as IMA, JBMI and MFMW. The third important finding is that the labor migration policy in Malaysia through the 1955 Employment Act does not have protective provisions for domestic migrant workers, while the Hong Kong government includes a protection clause for domestic migrant workers in the Employment Ordinance , although it does not regulate working hours and decent accommodation for migrant workers. Fourth, the recruitment process for three female PMI candidates who worked in Malaysia had an influence on the acts of violence they experienced, while the recruitment process for two female PMI candidates who worked in Hong Kong had no effect on the violence they experienced. The employer's attitude contributed to the violence that occurred.
As the 135th Doctor and 35th Female Doctor in the Political Science Postgraduate Program at FISIP UI, Ana Sabhana Azmy received cum laude honors with a study period of six semesters (three years) and an A grade for her dissertation research. Hopefully all the study processes and knowledge he has achieved will be useful for the wider community.
